As Program Manager with Government Solutions, DEFTEC Corporation, James Overbye oversees Developmental Test & Evaluation for the Joint Improvised-Threat Defeat Organization’s Acquisition and Evaluation Division, focusing on rapid acquisition and the development of techniques, tactics and procedures supporting the Warfighter in countering improvised and emergent threats.
With more than 30 years of leadership experience focusing on national security issues, James is an experienced, dedicated, results-driven leader with a record of success in leading large diverse organizations, specialized teams, and cross-functional groups to achieve organizational goals. He is respected for his ability to translate complex strategy into executable actions with a focus on productivity, efficiency, readiness, and cross-cultural sensitivity and excels at managing strategic relationships at all levels to identify and validate opportunities, shape requirements, align resources, and influence business outcomes.
Prior to joining DEFTEC, Colonel Overbye served as the Deputy Chief of Staff of the Defense Threat Reduction Agency. James was responsible for synchronizing, communicating, and achieving strategic, operational, and tactical-level goals to support Agency Senior Leadership managing a Defense Agency, with more than 2,500 personnel located at 9 U.S. and 13 overseas locations, operating on a $1.5 billion multi-year budget, with the mission to ensure continuity of global operations focused on Countering Weapons of Mass Destruction.
Colonel Overbye’s military career encompassed more than twenty-nine years on active duty, serving in numerous command and staff assignments as an Infantry and Counter-Proliferation Officer. Operational deployments in Central America, the Middle East and South Asia, provided him with an experienced based professional background that is both extensive and diverse. Additionally, several assignments within the inter-Agency, provided him with a unique whole of government perspective and tremendous insight into today’s complex security environment.
Mr. Overbye’s educational background includes a Bachelor’s of Science in Microbiology, a Master of Science in Administration, a Master of Science in Bio-Defense, from George Mason University and extensive strategic, leadership, and tactical training in various courses and programs with the United States Military.
