Deborah D. Kochubka is a customer focused, highly qualified and resourceful professional with exceptional management and team building skills. She holds a Bachelor of Science degree from the University of Maryland in Education, Project Management Professional (PMP) certification, and has over 30 years of experience supporting the Department of Defense in the life-cycle management area including expertise in acquisition, performance improvement, and logistics. Additionally, Ms. Kochubka has supported many civilian Federal agencies including the FBI, IRS, EPA, DHS, Department of Agriculture, and many others.
Ms. Kochubka was part of the original DEFTEC team and served as the Managing Director. Ms. Kochubka currently serves as the Senior Program Manager for DEFTEC’s Government Solutions business unit. She reports directly to the DEFTEC CEO/President to build, oversee, manage and direct the various project teams in the Government Solutions group.
Ms. Kochubka is a recognized leader in all aspects of learning, training, and performance improvement, with a special passion for leveraging technology to enhance performance. Throughout her career, she has served in various senior management roles, including serving as the Vice President for a small company, TecAccess, whose focus was on ensuring computer access to users with disabilities. She worked closely with various members of Congress, particularly Senator John Warner, to further the cause of the disabled. Additionally, she has led the creation of hundreds of innovative learning solutions over her many years in the industry. She managed the development and world-wide delivery of DoD’s training for its first electronic health care record. Her client within the program office (DoD Health Affairs), an Air Force Colonel, frequently referred to her leadership skills as the teams “Rock of Gibraltar” for her ability to consistently get a massive worldwide project developed and implemented on-time, within budget and in an outstanding manner.
Ms. Kochubka has received various awards and commendations including a Certification of Appreciation from the Internal Revenue Service (IRS) for the development of competency maps and training curriculum for the new Taxpayer Advocate Business Unit of the IRS. During her twelve years of support at the Navy’s Space and Naval Warfare System Command’s (SPAWAR) Satellite Communications Program Office, Ms. Kochubka received an Outstanding Service Award for her efforts to move the Navy’s Satellite Communication training from the classroom to online courses. Her pioneering work in helping organizations transition from the traditional chalkboard to distributed learning environment and developing transformative enterprise-wide learning and talent management strategies has improved organizational and individual performance in many Federal agencies.
